

About Joe
Joe Betar is a local attorney, elected official, and lifelong resident of the 119th Assembly District committed to delivering results for the Mohawk Valley.
Joe serves as a Principal Attorney with the New York State Unified Court System and as President Pro Tempore of the Utica Common Council. A magna cum laude graduate of Syracuse University College of Law, Joe has built his career around integrity, disciplined leadership, and public service.
On the Utica Common Council, Joe was unanimously elected Chair of the Committee of the Whole, where he has focused on responsible budgeting, strong constituent service, and bipartisan cooperation.
As a proud CSEA union member, Joe believes in protecting workers’ rights, safe working conditions, and standing up for the employees who keep our communities strong.
Joe is also committed to giving back. He volunteers each year for the Oneida County Bar Association’s Annual Legal Line, helping residents navigate everyday legal issues. He has coached high school students in the New York State Bar Association’s Mock Trial Program and judged college-level Mock Trial competitions, mentoring students in trial advocacy, civic engagement, and the fundamentals of the legal system.
Joe lives in Utica with his wife, Erica, their two sons, and their dog, Luna.
